Terms of reference

Background

Aboriginal held pastoral leases account for 12% (61) of the 525 pastoral leases within the pastoral industry in Western Australia.

The Government considers it timely to review existing training programs for Aboriginal pastoralists and recommend to Government an integrated approach that will assist young Aboriginal people into the pastoral industry.

Review panel

A Review Panel was established by the Minister for Planning and Infrastructure and was chaired by the Member for the Central Kimberley - Pilbara. The Review Panel consulted with all relevant stakeholders, received public submissions until 1 March 2007 and reported to the Minister for Planning and Infrastructure by 30 September 2007.

Key issues

The Review into industry training for Aboriginal pastoralists will cover the following issues:

  1. The issues affecting the success of Aboriginal pastoralism in Western Australia;

  2. The extent and appropriateness of existing training programs and practices;

  3. Develop strategies that will assist Aboriginal pastoralists in improving skills in the management of pastoral stations generally and to develop strategies to encourage young Aboriginal people to the pastoral industry;

  4. The opportunities for improving governance arrangements of Aboriginal Corporations holding pastoral leases;

  5. Identify the appropriate authority/board/body to be the lead agency in implementing and monitoring the implemented strategies;

  6. Identify the opportunities and restraints for diversification of activities for communities on Aboriginal pastoral stations;

  7. To consider if there is a case for alternative tenure arrangement to accommodate aboriginal communities on pastoral leases;

  8. Identify possible funding options; and

  9. Any legislative changes required to implement proposed strategies.
