Business Management
General Manager: Mr Nevin Wittber
Nevin ensures the team provides the highest level of service to the Board. He liaises closely with the Board Chairman, manages the budget and deals with staff matters. The position also represents the Board on various Ministerial led pastoral industry committees from time-to-time in addition to attending pastoral industry meetings and functions on behalf of the Department and the Board.
Assistant Project Officer: Ms Rhiannon Pryse
Rhiannon manages the lease information, coordinating and controlling data gathered from the Annual Returns of Livestock and Improvements provided by pastoral lessees. She also conducts research; compiles statistics; supervises records management; participates in work management systems upgrades; and updates pastoral lessee contact details.
Administration Officer - Reception: Ms Gillian Tolmie
(currently on secondment to Department of Commerce) Gillian ensures correspondence and other information gets to the right people, as well as ensuring statistics such as those from the Annual Returns are meaningfully compiled and kept up-to-date.
Board Support Team
Board Executive Officer: Ms Suzanne Rajput (acting)
Suzanne provides advice to the Pastoral Lands Board, ensuring correct procedures are undertaken regarding the administration of pastoral leases, including directives from rangeland condition assessments; lease amalgamations; lease sales and transfers; and particular requests from the Board.
Board Administration Assistant: Ms Sandra Martin (acting)
Sandra ensures all correspondence reaches Board members in a timely manner, as well as ensuring all administrative matters of the Board are actioned.
Strategic Development Team
Manager Strategic Development: Mr Karel Eringa
Karel coordinates case management of pastoral leases to resolve high level, complex strategic governance and non-compliance issues, brokering appropriate remediation and support. Karel will establish strategic alliances with key stakeholders, including the pastoral, tourism and mining industries, and indigenous, conservation and community interests, to facilitate the goals and objectives of the Pastoral Lands Board.
Pastoral Liaison Officer: Mr Brian Lloyd
Brian is the primary on-the-ground ‘face’ of the Pastoral Lands Board and Unit, visiting stations across Western Australia providing development and issues resolution advice direct to pastoral lessees. In 2009-10 he will be joined by a second Pastoral Liaison Officer who will be based at Broome to cover the Pilbara-Kimberley region, while Brian will cover the Gascoyne, Murchison, Goldfields and Nullarbor regions.
Project Leader – Land Tenure: Mr George Poppas
George is a recent addition to the Unit coming from the Heritage Council and prior to that State Land Services. George assists the Manager Strategic Development by researching, analysing and recommending solutions to specific lease management issues, in addition to providing advice to pastoral lessees on alternative crown land tenure options.
Research Officer: Ms Gillian Taylor
Gillian administers the diversification permit processes preparing permit application referrals to various government agencies; liaising with the Pastoral Liaison Officer in regards on-ground intelligence and advice from lessees; prepares recommendations for the Pastoral Lands Board; and sends permits to lessees if approved.
2015 Lease Renewals Preparation Team
Project Leader: Mr Ross McGuigan
As the former Board Executive Officer and with several roles in State Land Services, Ross brings a wealth of land administration knowledge to this new position to prepare the state government for the renewal of pastoral leases effective 1 July 2015. Ross has developed a dedicated project plan for 2015, creating a Project Control Board and negotiated from Landgate the production of geospatial information products required for the new lease agreements.
Project Officer: To be created – Pending Recruitment 2009-10
Assisting the Project Leader, this new position will undertake key components of the project plan as determined by the Project Control Board. Recruitment will be targeting a candidate with strong land administration experience with preference for familiarity or knowledge of the pastoral industry in Australia.
Policy
Senior Policy Officer: Mr Andrew Prior
After starting his government career with the Gascoyne Murchison Strategy and later regional development, Andrew has returned to the pastoral industry undertaking the new policy advisory position effective since February 2009. Andrew provides strategic regional and industry development advice; reviews and prepares policy, procedures and guidelines for the Minister, Pastoral Lands Board and Pastoral Land Business Unit; from time-to-time acts as the General Manager; and represents the Board and Department at pastoral industry events and inter-agency meetings.
